Click to go back to Wastewater FAQs. Most people do not realize the importance of having a sewer cleanout; however, it could save you money in the event of a sewer backup. It makes the line accessible, without a cleanout it is impossible to clean the line. Cleanouts are the home-owners' responsibility to install and maintain. Ideally, a cleanout should be installed when a home is built. You may also install a cleanout when an old line has been replaced or at any time to make the lines accessible. A cleanout is a pipe, a riser with a top, that ties your service line to MEWS' lateral, that allows access to the sewer lateral attached to the main. The sewer lateral and the main are both MEWS' responsibility. The service line from the cleanout, including the cleanout, to the home or business is the homeowner's responsibility. A cleanout should be located close to the curb if possible, preferably within 2 feet of the curb. In some cases, where the sidewalk meets the curb it is customary to install it behind the sidewalk as close as possible. After the licensed plumber has completed installation of the cleanout, and before inspection by the plumbing inspector, call MEWS at our main office and we will send a line maintenance crew to inspect the cleanout and mark the line.
